Cyber operations is about the configuration, defense, and attack of real systems. As you're reading this, there are likely hundreds of thousands of cyber attacks going on around the globe. Panda Security, a Spanish multinational specialized in the development of IT security solutions, both detected and neutralized more than 84 million new malware samples throughout 2015. That means an average of 230,000 new malware samples were produced on a daily basis in 2015, and the number is only growing ever more rapidly.

In an effort to document publicly known state-sponsored cyber operations, the Council on Foreign Relations (CFR), an independent think tank based in the U.S., launched a program that tracks incidents from 2005 to present. The data is available on the CFR's Cyber Operations Tracker, which relies on English-speaking media and open sources for reports of publicly-known campaigns, and may represented a limited scope.
